I need help with my ipod!!!!!!!!!!?

I got an ipod touch off of my friend and she dropped it in a pool and it works but when i play music the music isnt as loud as it should be. like the speaker has like a gargling sound in it. and the wifi is messed up. like when my friend get the internet on his, I dont . I dont know what to do . Is it like water damage or something? and i dont wanna spend any money if i can fix it .
