Freedom...So close!?

Last weekend albanians of Kosovo marched on the streets of Pristina to protest peacefully their demand for independence. This is not the first time that hopes for freedome have done so. It is a long history that dates back to 1989. During this demonstration two people died as several others seriusly injured. The UN authorities used tear gas and rubber bullets to disperse the peaceful event. People that died were shot in the head. In the head? Does this seem like an effort to calm down the people or terrorize them. How capable is UN is managing the situation in Kosovo? Should the job be given to some other authority?
