Can i get my parental rights reinstated if i tested poss. for drugs the day i relinquished my rights?

Since then i have graduated from a 4 mth rehab and am working hard to get my life straight. I have heard that since i was not in my right state of mind, i have a good shot at getting rights reinstated.
