When oil and gas is pumped out of an oilfield it does not leave an empty space which we can fill: there is already water in the rock column, and the removal of the oil and gas simply allows this water to rise up into the rocks that have been depleted. So it would not be possible to do this. In any case, relative to the volume of the oceans it is a drop in a bucket.
